Client: Large Electrical Utility Company
Job Title: Technical Business Analyst
Length: 2 year contract
Location: San Antonio, TX
Schedule/Hours: M - F, normal business hours (occasional overtime may be required
Pay Range: $36.40/hr to $41.40/hr, no PTO or benefits included. An ACA-compliant benefits package is available for enrollment.

Job Overview:
The Technical Business Analyst - ADA Compliance Support Specialist_ focuses on eliciting, analyzing, auditing, specifying, and validating the business and accessibility compliance needs of stakeholders, including customers and end users. This includes ensuring that *** Energy's digital assets, facilities, communications, and employee-facing systems align with Title II of the Americans with Disabilities Act (ADA) and WCAG 2.1 accessibility standards. The analyst will work closely with the Usability and Accessibility Manager and ADA Coordinator to support and track accessibility compliance efforts, while applying proven communication, analytical, and problem-solving skills to inform business and technical decisions. The analyst will also serve as a technical liaison to promote usability, compliance, and inclusion across all digital platforms and business processes.

Qualifications (Required & Preferred):
Minimum Qualifications
· 3+ years of demonstrated experience as Business Analyst or similar role in an Information Technology department
· SQL experience
· Ability to quickly acquire knowledge related to business operations and product specifications
· Proficiency with requirements gathering and analysis techniques
· Excellent interpersonal, presentation, facilitation & communications skills
· Ability to work independently and as a part of a high collaborative team
· Desire to work in a fast-paced, high-pressure environment with tight deadlines
Preferred Qualifications
· Proven experience with Agile methodologies, tools and SDLC
· Strong analytical skills, thorough, detailed oriented
· Strategic thinker who can contribute to building strategic roadmaps for technology investments
· Strong understanding of Business Process Mapping Notation
· Exceptional analytical and statistical skills with the ability to apply them to systems issues and products as required
· Strong understanding of Tableau SAP BOBJ and ETL development
· Strong understanding of SAP Business Objects, Tableau, Oracle, SAP ERP.
· Strong Understanding of Utility domain experience or similar field.
· Any one Cloud Certification in AWS, Azure or similar technologies.
· Any one certification in Project Management methodologies.
Working Environment
Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Tasks & Responsibilities:
Strategy & Planning

Collaborate with project sponsors and ADA Coordinator to determine project scope and vision, particularly for accessibility-focused initiatives.
Partner with ADA Coordinator and department leads to assess and track compliance with Title II ADA requirements across digital and physical environments.
Conduct interviews and gather requirements, including accessibility needs, via workshops, questionnaires, surveys, site visits, and other methods.
Analyze and diagram business processes, functional, and accessibility-related requirements; participate in the development of business cases.
Define project impact, critical business issues, outcome criteria, and accessibility metrics.
Prioritize collected requirements, including those related to accessibility compliance.
Research, review, and analyze accessibility-related requirements-gathering processes and develop strategies for enhancing or leveraging these processes.

Operational Management

Analyze and document accessibility-related business and technical requirements for websites, applications, digital services, and communications.
Assist in planning and executing accessibility testing (manual and automated) with focus on WCAG 2.1 AA criteria.
Facilitate effective communication with individuals with disabilities, ensuring processes meet legal and usability standards.
Develop and maintain logs and reporting systems that document remediation efforts, testing results, and accommodation efforts.
Monitor digital assets for accessibility status; coordinate with technical teams and vendors to ensure conformance.
Assist with public inquiries and complaints related to accessibility, supporting the ADA Coordinator in documentation and resolution.
Assist with development of internal ADA training programs for IT, facilities, HR, and public-facing teams.
Support creation of accessibility policies, effective communication strategies, and accessibility statements.
Maintain standard templates and translate conceptual user requirements into functional and accessibility requirements.
Create process models, specifications, diagrams, and charts that reflect accessibility impacts.
Manage and track the status of both general and accessibility-related requirements throughout the project lifecycle.
Communicate changes, enhancements, and modifications of business and accessibility requirements to stakeholders.
Provide guidance and instruction to junior staff members on accessibility requirements and best practices.

Acquisition & Deployment

Assist in conducting research on software and hardware products to meet accessibility requirements.
Participate in QA of solutions to ensure accessibility features and functions have been enabled and optimized.
Support selection of requirements documentation and accessibility tracking tools.

Project Management and Leadership Duties

Lead or support project management principles across full SDLC for general and accessibility-specific projects.
Serve as business ambassador and translator of business and accessibility data processes.
Champion data governance with attention to accessibility and inclusion.
Assist in backlog grooming, documentation of user stories, and solutions broken down in releases and sprints using Agile methodologies.ss
Support area Manager in resource planning, capacity assessments, general administration tasks and tracking budget impacts of accessibility efforts.
