Overview
The Senior Consultant, FEP Website Content and Accessibility will lead efforts to support public website content operations and ensure FEP’s digital properties are maintained and enhanced to adhere to Web Content Accessibility Guidelines (WCAG). These digital properties include the fepblue.org public website, the MyBlue member portal, the fepblue mobile app and MyBlue Customer eService. This position also serves as a website accessibility subject matter expert (SME) for teams supporting the FEP Digital Experience (DX) Program. This position collaborates closely with vendors, stakeholders, product owners, development and testing leads, as needed, to evolve and enhance the overall quality, value and experience of FEP’s member-facing applications.
Responsibilities
Responsibilities include but are not limited to:

Lead ongoing operations of fepblue.org public website for content management and quality assurance year-round and during major deployments.
Maintain current knowledge of website accessibility guidelines and industry best practices for website accessibility. Provide guidance to align design solutions for FEP’s digital assets with user needs, feasibility and technical requirements. Apply business and technical knowledge to ensure adherence to current website accessibility guidelines through recommendations that drive business and enterprise software solutions.
Lead efforts across departments, business areas and vendors to increase awareness and educate on the importance of digital accessibility to advance the accessibility of FEP’s website properties and digital artifacts. Shape guidance with development, design and/or content creators.
Collaborate with Analytics team for the collection and analysis of website data and user metrics that contributes to the design of DX programs. Analyze business issues and develop approaches for enhancements and problem resolution. Work with the larger team to identify key performance indicators and monitors them for program success.
Summarize the results of analyses in reports, manuals and presentation slides. Contribute significantly to program documentation, white papers and governance materials.
Facilitate and conduct communications of new initiatives, requirements and opportunities, as required. Present findings to internal and Plan staff; participate in/lead project team discussions of the conclusions and direction of analytical work.
Follow BCBSA and department procedures for procurement, contract compliance, budget management, invoicing procedures, completion of required matrices and report generation, as appropriate. Oversee vendor relationships, as needed, to ensure high-quality service and cost effectiveness including the day-to-day management of the vendor. This includes the contract management activities, contract modifications, service level agreement (SLA) review and assessment, along with the review and approval of vendor invoices.
Qualifications
Required Basic Qualifications:

Bachelor’s degree in Business Administration, Information Technology, Human Computer Interaction, Instructional Design or Computer Science preferred, or related work experience; Psychology, Journalism or related field considered an advantage
4+ years writing/editing complex information for general audiences
3+ years of experience with accessibility standards and guidelines (WCAG, WAI-AIRA)
4+ years of experience designing, developing or maintaining desktop, mobile and responsive web applications with web technologies (HTML, CSS, JavaScript, jQuery)
2+ years of experience conducting system analysis; planning, designing, analyzing, testing and implementing accessibility solutions
2+ years of experience documenting test plans, expected test results, actual test results, identified issues and defects
2+ years of experience in Agile product management as a product lead or primary decision maker
Experience working collaboratively with product teams to develop, maintain and implement applications regarding digital accessibility technologies, policies, standards and best practices

Preferred Basic Qualifications:

Ideal candidate will have experience in and understanding of health insurance industry
2+ years of experience assessing digital materials (Interfaces, PDFs, etc.) that adhere to accessibility standards (WCAG or WAI-ARIA)
Solid understanding of Search Engine Optimization (SEO)
IAAP Certified Professional in Accessibility Core Competencies (CPACC), Web Accessibility Specialist (WAS) or other similar certification
Project Management Professional (PMP) or PMI Agile Certified Practitioner (PMI-ACP)
Certified Product Owner (CPO)
SAFe certification
