POSITION OVERVIEW: This position reports to the Assistant Director, Technology Operations and Support in ITS. Performs highly advanced and/or managerial (senior-level) computer systems analysis work and customer support. Work involves planning, budgeting, and analyzing user requirements, procedures, and problems to automate processing or to improve existing systems. Also includes highly advanced consultative services and technical assistance work. Develops agency Electronic Information Resource (EIR) accessibility policy that is consistent with enterprise wide policies and meets the accessibility requirements in Texas Administrative Codes (TAC) §§206 and 213. Establishes agency-wide accessibility procedures and training, to ensure that existing and new electronic information resources (EIR) are accessible. Performs project management, technical support and web development tasks for the agency web sites. Creates, modifies, and maintains accessible web sites for TEA’s divisions. Plans, assigns, and supervises the work of the Web Team. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS:
Effectively leads web team and accessibility projects, including coordinating, planning, scheduling, and meeting facilitation during both development and implementation phases. Effectively communicates with stakeholders during project phases. Establish target dates and priority for each project, assigns tasks, and accurately tracks all tasks to ensure adequate progress and timely completion.
Responds to customer request through the help desk system by phone and email, including:
Approving documents for web publication, moving files, resolving technical issues, and coordinating web site/web page updates with stakeholders
Testing for compliance with WCAG 2.0 and Section 508 guidelines
Modifying web pages to meet web accessibility requirements, maintaining websites and systems on Windows and Linux servers
Administering SharePoint environments, mailing list systems, Siteimprove web governance suite, form building applications, and other systems.
Provides technical analysis and resolution of system problems. Identifies, researches, and recommends options to management and effectively communicates status, progress, and issues, both oral and written.
Works with program areas, the IT Contracting Committee, and the TRC to ensure that new projects contain the correct accessibility language and reporting requirements. Provides checklists, VPAT templates and other accessibility resources. Evaluates submitted third party accessibility reports for compliance. Provides high level reports of accessibility issues when required. Maintains the accessibility exception reports and tracking system.
Identify staff training requirements and develop specific plans to provide the required resources for continual staff technical and professional enhancement.
Qualifications
MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited four-year college or university. Major course work in a field relevant to assignment generally preferred.
Experience: Minimum six (6) years of experience in systems analysis, design work, legal work, or communications in support of web accessibility and web development. Management experience preferred.
OTHER QUALIFICATIONS:
Familiarity with local, state and federal laws relating to accessibility and the Texas Administrative Code regarding State web sites
Proficient with WCAG 2.0 accessibility standards and Web accessibility and usability tools including Enterprise systems, JAWS, Zoom Text, browser accessibility tools
Experience in administering Content Management Systems (CMS)
Experience using computer applications and Web development tools (Microsoft Office, Adobe software, Dreamweaver or other web editors)
Experience with web design, development, metrics, and search technologies
Proficient in scripting for web pages or command-line scripting
Proficient in HTML, XHTML CSS, JavaScript, HTTP, XML, and metadata
Understanding of SharePoint administration
Highly skilled in coordination and problem solving, including prioritizing and planning assignments
Ability to schedule, test, install, and implement programs
Proficient with facilitation techniques and competencies
Experience in project management
Proficient in accessibility testing and remediation
Effective at communicating complex technical information clearly, verbally and in writing.
Skilled in analyzing systems and procedures, including writing and revising project documents and procedures
Create and maintain highly usable web pages and web sites, including troubleshooting
Provide technical support related to web technologies and SharePoint
