What We’re Looking For
The Department of Technology, Management, and Budget is currently seeking a digital information accessibility coordinator (DIAC) to serve as statewide subject matter expert on digital accessibility for state websites, web applications, video and livestreaming, mobile platforms, and social media. The DIAC will serve as technical advisor, provide compliance training, and issue guidance to appropriate agency liaisons.

They will work with various teams to incorporate digital accessibility standards, establish and maintain digital accessibility compliance procedures, clearly identify requirements, define measurements of compliance, specify thresholds for non-compliance, and provide
clear steps to initiate digital content remediation.

The DIAC will maintain the state’s ADA Electronic Resource Guide and will work closely with the State ADA Compliance Director to address compliance violations, provide updates and ensure the state is implementing digital accessibility best practices across state government.

Job Responsibilities
Establish and coordinate digital accessibility compliance efforts across all State of Michigan agencies/departments.


Serve as statewide SME on digital accessibility and Web Content Accessibility Guidelines (WCAG)
Establish and maintain digital accessibility compliance procedures for SOM agencies, to clearly identify requirements, define measurements of compliance, specify thresholds for non-compliance, and provide clear steps to initiate remediation
Keep abreast of SOM Policies, Standards, & Procedures (PSPs) to maintain alignment with existing PSPs
Develop program goals and plans for implementation
Develop, maintain, and promote digital accessibility best practice guidelines for websites, web applications, video & livestreaming, mobile platforms, and social media
Work with various teams to incorporate digital accessibility standards into existing agency processes
Serve as technical advisor, provide compliance training, and issue guidance to appropriate agency liaisons
Facilitate regular meetings with appropriate agency liaisons and stakeholders to provide status updates, convey changes, receive agency feedback, and address other tasks as needed
Oversee and centrally track enterprise accessibility remediation plans and any other compliance activities to compile statewide data to ensure compliance
Routinely prepare reports, analyze and summarize metrics, then distribute to necessary stakeholders
Prepare and provide status briefings to agency executives highlighting progress and risk; make improvement recommendations when appropriate
Strategically issue communications, coordinating with agency communications teams for mass distribution
Establish and administer a central source of pertinent accessibility information to provide resources for agencies
Engage State ADA Compliance Director to address compliance violations, provide updates, and receive guidance
Establish and chair a digital accessibility council, facilitate council meetings, ensure membership consists of essential agency stakeholders, review concerns or issues brought to the council, solicit feedback on upcoming changes, and make decisions based on member input
Coordinate with governance bodies as needed, including SOM IT Governance

Develop, conduct, and promote digital accessibility training and awareness.

Keep abreast of industry best practices and emerging web, mobile, telecom, assistive, information, and instructional technologies and accessibility solutions
Understand federal and state accessibility laws, policies, standards, and procedures, which provide the basis for requirements within SOM accessibility PSPs
Receive training on and experience using common assistive technologies, focusing on those most frequently utilized by SOM agencies to gain perspective and familiarity with products in order to make recommendations and provide advice
Research and practice methods to create accessible content with various SOM digital channels; add to best practices guidelines as needed
Study philosophies promoting accessibility, including Universal and Inclusive Design principles
Participate in relevant conferences, symposiums, and industry groups

Required Education and Experience

Education and Experience
Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Experience
Information Technology Specialist 14
Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
Alternate Education and Experience

An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

OR

At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
