**The Opportunity**

WSDOT is currently seeking External Civil Rights Specialist 4 to serve as an Americans with Disability Act (ADA) and Title VI Compliance Specialist in Vancouver, WA. Under the administrative direction of the Interstate Bridge Replacement (IBR) Program's Assistant Director of Civil Rights & Equity, the ADA and Title VI Compliance Specialist is the program’s subject matter expert on compliance with Title VI, Environmental Justice (EJ), Limited English Proficiency (LEP), and the ADA. This position develops and implements policies, plans, and procedures to ensure all IBR Program activities, services, and construction impacts comply with state and federal Civil Rights laws and provide fair treatment for all communities. In this role, you will provide guidance and oversight to agencies, consultants, contractors, and other partners to ensure meaningful engagement, accessibility, and avoidance of different or unequal impacts. A strong candidate will demonstrate expertise in civil rights compliance, program management, accessibility standards, and the ability to resolve complex compliance issues while fostering inclusive and fair outcomes.

**What to Expect**

Among the varied range of responsibilities held within this role, the ADA and Title VI Compliance Specialist will:

* Lead Title VI and ADA compliance efforts across all IBR discipline areas, including design engineering, transportation, transit, structures, public engagement, and communications.
* Ensure the IBR programs and services are free from discrimination and equally accessible and usable.
* Advise and consult with IBR partner agencies.
* Provide meaningful language access services, as appropriate.
* Conduct regular reviews to collect and analyze data that may be useful in identifying and addressing any trends or patterns of discrimination.
* Collect and analyze demographic data, conduct research on and implement best practices, develop systems, policies, processes.
* Provide high level of expert guidance, assistance, and interpretation to internal and external partners.
* Draft policies, procedures, reports, and tracking mechanisms.
* Prevent, minimize, mitigate, or correct high and adverse impacts resulting from program activities as it relates to environmental justice within the design phase of projects.
* Assist with the development and implementation of community engagement and outreach.
* Participate virtually in outreach events outreach events with community-based organizations that represent small and disadvantaged businesses and workforce across Oregon and Washington.

**Qualifications**

To be considered for this opportunity, the following are required:

* **Civil Rights Compliance Expertise:**Proven competency in performing professional-level responsibilities related to civil rights, investigations, compliance, or related fields, including applying policies and procedures effectively in real-world scenarios.
* **Foundational Professional Skills:**Ability to apply practical problem-solving, communication, and organizational skills to professional workplace settings.
* **Knowledge of Civil Rights Regulatory Frameworks:**Working knowledge of civil rights policies and regulations, including Title VI, EJ, LEP, and the ADA, with the ability to interpret and apply them to program operations and stakeholder engagement.
* **Growth Mindset:**Actively demonstrates a commitment to learning and growth.
* **Service-Oriented:**Takes action to meet the needs of others.

It is preferred that qualified candidates also have:

* **Analytical and Conceptual Skills:**Demonstrated knowledge of core concepts and strong analytical skills to assess complex civil rights issues and develop practical solutions or recommendations.
* **Investigative Expertise:**Certification or demonstrated expertise in civil rights investigation procedures, with ability to lead or contribute to formal investigations. Proven ability to investigate complex civil rights complaints, including gathering evidence, conducting interviews, analyzing data, and producing legally defensible findings or reports.
* **Communication and Stakeholder Engagement:**Ability to communicate clearly and provide authoritative guidance on civil rights matters to diverse internal and external stakeholders.
* **Language Proficiency for Access:**Proficiency in speaking, reading, and writing in one of the top LEP languages relevant to the program area, sufficient to support meaningful access to services.

**Retirement and Deferred Compensation**

State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the[Department of Retirement Systems](http://www.drs.wa.gov/ "DRS website")' web site.

Employees also have the ability to participate in the[Deferred Compensation Program](http://www.drs.wa.gov/dcp "Deferred Compensation Program website")(DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

**Social Security**

All state employees are covered by the federal[Social Security](http://www.ssa.gov/)and Medicare systems. The state and the employee pay an equal amount into the system.

**Public Service Loan Forgiveness**

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the[Public Service Loan Forgiveness Program.](https://studentaid.gov/manage-loans/forgiveness-cancellation/public-service)

**Holidays**

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

**Sick Leave**

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

**Vacation (Annual Leave)**

Full-time employees accrue vacation leave at the rates specified in [WAC 357-31-165](https://apps.leg.wa.gov/WAC/default.aspx?cite=357-31-165)(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with[WAC 357-31-165](https://apps.leg.wa.gov/WAC/default.aspx?cite=357-31-165)(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in [WAC 357-58-175](https://app.leg.wa.gov/WAC/default.aspx?cite=357-58-175), an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

**Note:** Most agencies follow the civil service rules covering leave and holidays for **exempt**employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

**Military Leave**

Washington State supports members of the armed forces with 21 days paid military leave per year.

**Bereavement Leave**

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
