### Senior Manager, Accessibility Planning & Delivery
The Senior Manager, Accessibility Planning & Delivery leads the implementation of accessibility standards across Games planning, infrastructure, and operations to ensure an inclusive and barrier-free Olympic and Paralympic Games experience. Reporting to the Head of Accessibility, this role serves as a senior advisor to LA28’s Venue Delivery, Operations, and Systems teams, driving integration of accessibility principles and regulatory compliance throughout all phases of planning and delivery.
The Senior Manager oversees accessibility engagement with key Delivery Functional Areas (FAs) including Venue Infrastructure (VNI), Event Management (EVM), Transport (TRA), Logistics (LOG), Security (SEC), Food & Beverage (FNB), Workforce (WKF), Hospitality (HSP), and others to embed accessibility into infrastructure, overlay, systems, and services. This role also provides oversight and mentorship to Managers and Associates focused on Games, Systems & Services, and Infrastructure & Operations, ensuring coordinated implementation of accessibility priorities across venues and services.
### Key Responsibilities:
**Infrastructure & Operations**
* Drive accessibility integration into venue design, overlay, and operational planning across competition and non-competition venues
* Partner with Delivery Functional Areas to ensure accessibility requirements are incorporated into early-stage design, construction, and logistics planning
* Oversee accessibility validation reviews and collaborate with city and venue partners to align with established infrastructure standards
**Games, Systems & Services**
* Ensure accessibility is embedded into Games-time services, digital systems, and stakeholder-facing operations including ticketing, accreditation, and spectator and athlete services
* Partner with internal Functional Areas and external partners to integrate accessibility standards into operational plans, technical systems, and service delivery models
* Oversee accessibility testing, documentation, and feedback mechanisms to track and resolve issues identified during planning and test events
**Compliance & Risk Management**
* Ensure adherence to all relevant federal, state, and local accessibility laws and guidelines including ADA, CBC 2022, International Paralympic Committee Guides, and related regulations
* Identify potential compliance risks and coordinate mitigation plans with Delivery FAs and venue partners
* Support development and use of accessibility audit frameworks and checklists for consistent application across all venues and operations
**Cross-FA Coordination & Issue Resolution**
* Partner with Delivery FAs to embed accessibility planning into design reviews, Event Operations Planning (EOP) cycles, and test events
* Act as the senior escalation point for accessibility issues and coordinate cross-functional responses to resolve identified gaps
* Prepare and deliver accessibility readiness reports, dashboards, and progress summaries for the Head of Accessibility and Games leadership
**Leadership & Team Management**
* Supervise Managers and Associates within the Planning & Delivery stream, ensuring alignment on priorities, deliverables, and timelines
* Mentor staff and cultivate a collaborative, solutions-oriented culture within the Accessibility Functional Area (ACS)
* Promote continuous improvement, knowledge sharing, and documentation of accessibility best practices
### Background & Requirements
**Knowledge of:**
* Accessibility planning, universal design, and inclusive infrastructure delivery within large-scale events or public-sector projects
* Federal, state, and local accessibility regulations including the Americans with Disabilities Act (ADA), Sections 504 and 508 of the Rehabilitation Act, and California Building Code (CBC 2022)
* International Paralympic Committee (IPC) Accessibility Guide and other global accessibility standards and frameworks
* Infrastructure and operations planning processes for venues, overlay, and Games-time services
* Risk management frameworks, compliance assurance, and accessibility audit methodologies
* Olympic and Paralympic Movements, including their accessibility values and stakeholder structures
**Skill in:**
* Leading and coordinating complex accessibility initiatives across multiple Functional Areas and stakeholder groups
* Applying accessibility requirements to technical drawings, operational plans, and service specifications
* Managing projects, timelines, and cross-functional communication in a dynamic, matrixed environment
* Building productive partnerships with Delivery Partners, Venue Operators, and City Stakeholders to advance accessibility outcomes
* Supervising, mentoring, and motivating staff to achieve operational goals
* Using project management tools and systems to monitor progress, analyze data, and communicate findings
**Ability To:**
* Solve complex problems independently and collaboratively, making timely and informed decisions
* Interpret and apply accessibility laws, codes, and standards to diverse venue and operational contexts
* Communicate clearly and diplomatically with internal and external stakeholders at all levels
* Balance advisory responsibilities with hands-on oversight of technical and operational details
* Promote inclusion, collaboration, and accountability across cross-functional teams
**Experience**
* 7+years of experience in accessibility planning, infrastructure delivery, event delivery or event operations for complex multi-stakeholder environments
* Demonstrated experience integrating accessibility into events, venues, or systems design, construction, or large-scale event delivery
* Strong understanding of accessibility laws, standards, and compliance processes
* Proven leadership experience managing teams and projects in high-pressure, deadline-driven settings
**Preferred Qualifications:**
* Relationships with key stakeholders like the International Olympic Committee (IOC), International Paralympic Committee (IPC), and advocacy organizations, with a strong understanding of their accessibility requirements and expectations during Games-time
* Multi-sport event experience, demonstrating the ability to lead or advise on accessibility integration across large, complex international events
* Comprehensive knowledge of the Olympic and Paralympic Movements and familiarity with Games-time operational structures and stakeholder dynamics
* Advanced expertise in disability awareness, inclusive design, and accessibility standards, with the ability to apply this knowledge to diverse infrastructure and service environments
* Demonstrated success in managing and motivating multicultural teams in collaborative environments

### Education
**Preferred Training / Certifications:**
* Bachelor’s degree or equivalent Urban Planning, Architecture, Engineering, Event Delivery and Management, or related field
* Certified Access Specialist (CASp) certification or equivalent credentials in accessibility compliance.
* Fluent working with Office suite products, including Microsoft Excel and PowerPoint
* Experience with data analytics and reporting tools is a plus
* Proficiency in project management tools and software.
### Physical Requirements and Working Conditions:
* Ability to work on-site in an open office environment based in Los Angeles, CA Some travel may be required, both domestically and internationally

The annual base salary range for this position is $105,000.00-$140,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
