About This Position
The Street Transportation Department, Design and Construction Management (DCM) Division is responsible for the comprehensive oversight of City-funded projects within the right-of-way, including but not limited to streets, bridges, storm drains, sidewalks, and landscaping. This division manages all phases of these projects, from pre-design and design to construction administration. The division also provides survey, geotechnical, and materials testing services for the City. Additionally, DCM
* Manages transportation planning and programming, including active transportation and micromobility programs, federal aid and grant requests, and associated compliance activities.
* Handles interagency coordination and coordinates the department's Capital Improvement Program (CIP).
* Oversees the American with Disabilities Act compliance in the Right-of-Way (ROW).
The Street Transportation Department is currently seeking an ADA Project Manager. This role leads the City's compliance efforts with the Americans with Disabilities Act (ADA) and Public Rights-of-Way Accessibility Guidelines (PROWAG), with a focus on the development, implementation, and oversight of the City of Phoenix ADA Transition Plan. This position is responsible for ensuring accessibility across all City public rights-of-way infrastructure, coordinating with City internal departments, external partners, and the public, while also managing consultants and contractors delivering ADA-compliant improvements.
The duties and responsibilities for this role are outlined below:
* Oversee the Street Transportation Department ADA program.
* Oversee the development and implementation of the City's ADA Transition Plan for the public right-of-way.
* Ensure all capital and maintenance projects comply with ADA, PROWAG, MUTCD, and City standards.
* Serve as the City's technical expert and primary point of contact for Right-of-Way (ROW) accessibility compliance.
* Coordinate with Legal, Traffic Services, Street Maintenance, and Development Services to align planning and construction practices.
* Review and approve design documents and construction drawings for accessibility compliance.
* Conduct and oversee field audits of pedestrian infrastructure and barrier removal prioritization.
* Manage budgets for ADA-related scopes; support the pursuit of grants and alternative funding sources.
* Supervise consultant teams and Job Order Contractors engaged in curb ramp, sidewalk, and Accessible Pedestrian Signal (APS) projects.
* Provide training and onboarding for City staff and contractors on ADA and PROWAG standards.
* Represent the ADA program in interdepartmental workgroups, public meetings, and City Council briefings.
* Maintain audit-ready records, GIS-based mapping systems, and compliance documentation.
* Lead project intake, assessment, and prioritization protocols for ADA scopes.
* Negotiate and prepare contract change orders and adjustments.
* Produce and evaluate project cost estimates and construction documentation.
IDEAL CANDIDATE
* Proficient with Microsoft Office 365.
* Knowledge of/in:
* Managing project budget.
* Engineering principles and best practices.
* Public Right-of-Way accessibility and programmatic compliance.
* Data tracking platforms (e.g., GIS, SAP, Unifier) and construction delivery methods.
* Research methods, data and statistical analysis, and benchmarking to develop business decisions.
* ADA, PROWAG, MUTCD, and City standards, and experience in implementing these standards with capital and maintenance projects.
* Ability to:
* Coordinate across silos and engage with advocacy and stakeholder groups.
* Develop clear and effective reports and presentations for diverse audiences.
* Cultivate and maintain effective working relationships with employees, business partners, stakeholders, customers, and representatives of governmental agencies.
* Make sound, data-driven decisions and resolve challenging issues through effective problem-solving and skillful negotiation.
SALARY
Pay Range: $69,492.80 - $131,040.00 annually.
Hiring Range: $69,492.80 - $97,780.80 annually.

Minimum Qualifications
* Four years of responsible experience in urban development, redevelopment, business assistance, capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes.
* Bachelor's degree in public or business administration, urban planning, architecture, engineering, construction management, economics, or a related field.
* Other combinations of experience and education that meet the minimum requirements may be substituted.
* All finalists for positions are subject to a criminal background check applicable to the department or position.
* This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

The minimum qualifications listed above, plus:
* Certified Project Manager Professional (PMP), Six Sigma and/or Lean, is preferred.
* Transportation Engineer, is preferred.
* Experience of/in:
* Roadway or highway transportation design.
* Leading projects or initiatives.
* Contract negotiation and administration.
* Managing City ADA Transition Plan updates.
* Supervising staff and managing consultants.
* Administering and managing project budgets.
* Coordinating multi-year ADA infrastructure work.
* Developing budgets and pursuing grant funding.
* Engaging with the public, boards, and stakeholders.
* Working with professional experts and senior staff.
* Providing regulatory training to staff and consultants.
* Maintaining audit readiness and compliance defense.
* Developing consensus around complex issues and situations.
