I.T. Computer Systems Managers manage and direct an Information Technology area at a College or University level. They set policies and procedures, direct technical staff, and maintain responsibility for administrative as well as technical issues within their assigned area(s) of responsibility. They may manage major and/or large, complex information systems activities and/or manage a unit or group.

CAMPUS SPECIFIC INFORMATION

CUNY's Office of Computing and Information Services (CIS) provides central support for the University's information technology (IT) and telecommunication needs. CIS key roles include: supporting the enterprise IT needs of the University; developing new technologies that advance or support the University's core mission; building, upgrading and maintaining the University's network; supporting enterprise applications; operating the University Data Center; operating a central help desk to support enterprise services; developing a University IT Disaster Recovery and Business Continuity plan; and leading the development of University's ERP Project, CUNYFirst.

Reporting to the Director of Management, Analysis and Communications, the IT Accessibility Program Manager will provide oversight and help set the direction of the University’s ongoing efforts to ensure its information technology is accessible to individuals with disabilities, as required by law. The Program Manager will identify and suggest potential solutions to deliver accessible technology throughout the University’s technology portfolio (websites, online courses, online learning platforms and video captioning, etc.) based on the World Wide Web Consortium (W3C) Web Content Accessibility Guidelines (WCAG) 2.0 AA standards. Furthermore, the Program Manager will plan and develop these initiatives at the University’s Central Office, and provide expert guidance and support to implement these solutions across CUNY’s colleges, departments, institutions and programs.

Key responsibilities include, but are not limited to:

Develops and plans the University’s information technology accessibility program to meet WCAG 2.0 AA accessibility standards and other best practices, and statutory accessibility standards as they are developed and enacted.

Oversees large-scale audits and assessments of CUNY’s websites, applications including video captioning, and remediation efforts to achieve compliance with required accessibility standards University-wide.

Identifies and communicates best practices and statutory accessibility standards to stakeholders involved in technology accessibility as they are developed and enacted.

Supervises technical staff responsible for testing of applications and services, and accessibility remediation.

Serves on the University’s Technology Accessibility Task Force and its subcommittees to develop recommendations and strategies.

Monitors CUNY’s compliance with program initiatives, as needed.

Develops processes to evaluate accessibility of information technology being procured by the University.

Works with Office of General Counsel to provide requested information to relevant state and federal agencies reviewing CUNY’s compliance with legal mandates regarding technology accessibility.

Develops and manages a budget to procure accessible technology, accessibility training, and related acquisitions.

Implements outreach and training programs for web designers, application developers and content providers, to incorporate accessibility into online content produced in-house or by third-parties.

Develops and maintains materials and other resources to support the ongoing implementation of CUNY’s accessibility program for CUNY stakeholders.

Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Six (6) years of progressively responsible full-time paid information systems technology experience, at least 18 months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.

Education at an accredited College or University may be substituted for the general information systems technology experience at the rate of one year of college for 6 months of experience up to a maximum of 4 years of college for 2 years of experience. In addition a Master's degree in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience. However, all candidates must possess the 18 months of administrative or managerial experience described above.

This title has multiple levels. In addition to the minimum qualifications above, additional qualifications, such as education, experience, or certification relevant to the area of specialization are required.

OTHER QUALIFICATIONS

The ideal candidate will possess the following knowledge, skills, and abilities:

Of the six years of minimum experience required, four of those years must be related to the job duties above, additionally at least three years must be related to providing guidance on compliance with the Americans with Disabilities Act (ADA), the Rehabilitation Act, and other relevant federal and state laws in a complex institutional or public sector environment.

Basic knowledge of disability law including, but not limited to the ADA, Section 504 of the Rehabilitation Act (Section 504).

Knowledge and experience with web technologies (HTML/CSS, JavaScript, Xml, and Web content management systems).

Knowledge and experience with assistive technologies (JAWS, VoiceOver, Dragon NaturallySpeaking).

Knowledge and experience with WCAG 2.0 AA accessibility standards and guidelines.

Experience with accessibility audit and quality assurance tools and processes.

Strong organizational and project management skills with a demonstrated ability to effectively and independently lead projects to completion.

Related certifications in Accessibility, Project Management, or related fields preferred.

Three years working with C-level executives.

Effective communication skills to facilitate group discussions and communications, and ability to deliver written materials and presentations.

Ability to work with a culturally diverse population while promoting a campus climate of inclusion and participation.

Commensurate with qualifications and experience.
